It depends on the licence being applied to. A learner’s licence will cost approximately Rs200.  Learner’s licence renewal will cost Rs200. International driver’s licence will cost Rs1000. A driver’s licence test will cost Rs300. Issuing renewed driving licence will cost Rs200. There are various criterion for determining how much one pays. The way to find out is to go the RTO website and check out the prices for the various licences.

Is it illegal to have multiple driving licences from multiple states in India?

It is not illegal to have different driving licences from different parts of India. Provided each of these licences has been acquired legally and is used for legal purposes. However, if an illegal claim is made based on these licences, then it can get the owner in trouble.
